The
foundation stone of the Medical College building, the
present main building of the University of Medicine 1, at the
junction of Godwin Road (now Myoma Kyaung Road) and
Commissioner Road (now Bogyoke Aung San Road) was laid by
H.E. Sir Harcourt Butler, Governor of Burma, on second
February 1927. The construction was completed in 1929. The
Medical Department of University College, which was
accommodated at Burma Government Medical School, was moved
into the new building on 25th October 1929.

At
that time the University of Rangoon was a member on "The
inter-University Board, India" and it was felt that the
problems of university education peculiar to Burma could not
be solved by means that were applicable to India proper. The
Rangoon University was also not satisfied especially with
the difficulties in connection with higher medical education
in Burma. The Rangoon University was unable to delegate a
representative to attend any of the meetings of the
Inter-University Board, India. In view of the difficulty of
taking any effective part in the activities of the board,
the University decided to resign its membership from the
first of April 1930.

By
1930, there were four constituent colleges under Rangoon
University, namely Rangoon College, Judson College, Medical
College and Teacher Training College.
The
University of Rangoon was governed by a council consisting
of not more than 70 members that exercised its functions by
means of the Executive Committee (E.C.) of 10 members. The
council had the power to reject any act or resolution of the
Senate (the Academic Body of the University). The Senate
consisted of the Vice-Chancellor; the Director of Public
Instruction, Burma; the Principals of Constituent colleges;
the Professors; three members of the Council and not less
than ten lecturers from constituent colleges. A standing
committee discharged its executive duties.
